Bill 152 inches closer to ratification

Ontario new-car dealers are one step closer to in-house registrations and licensing, which would eliminate wait times at a licensing office and make vehicle delivery quicker to consumers.

Spearheaded by Leeds-Grenville MPP Steve Clark, Bill 152 or Cutting Red Tape for Motor Vehicle Dealers Act, 2015, was passed unanimously on Second Reading at the Ontario Legislature.

The bill will now go to the Legislative Assembly’s Standing Committee on the Legislative Assembly.

Bill 152 amends the Highway Traffic Act, and it would enable registered motor vehicle dealers in Ontario to:

  • Apply for a permit, number plates or a validation for a vehicle;
  • Apply for a new permit for a vehicle; and
  • Apply for a used vehicle information package.

“Allowing auto dealers to process these transactions electronically will save time and money, while also helping them to serve their customers even better,” said Clark, in a written release.

The MPP also noted Quebec dealers already have a similar system up and running.

Clark added the bill would ease the pressure on wait times for Ontarians at Service Ontario locations.

It’s a motion fully backed by the Trillium Automobile Dealers Association (TADA).

“Bill 152 is a vital tool that supports Ontario’s auto sector. Too often, the retail side of the auto sector doesn’t receive the attention it deserves. While auto manufacturing may grab headlines, it is the retail side where the rubber hits the road,” said Frank Notte, Director of Government Relations for the TADA, in a letter to Clark.

“This Bill will help Ontario’s 1,000 new-car dealers save time and money, and give them the tools to provide a more convenient customer service experience,” Notte added.
